GENERAL BUSINESS MEETING
April 5, 2016
Supervisor Dean Edwards called to order the General Business Meeting of the Piatt Township Board of Supervisors on Tuesday, April 5, 2016, in the township municipal building, 9687 North Rt. 220 Highway, Jersey Shore, PA. He led those in attendance in the pledge of allegiance to the flag and a moment of silence.

GENERAL BUSINESS MEETING
Citizens Comments – none
Minutes – Dean moved to approve the March 1st General Business Meeting minutes, Scott seconded, motion carried.
Tiadaghton Valley Regional Police Department – Chief DeRemer presented the March 2016 Piatt Township Police Activity Report. There were 96.40 patrol hours, 28 incidents and 180 speeding violations as well as other citations and charges.
Act 537 – Nothing new to report.
Planning Commission – Nothing new to report.
Roadmaster – Nothing new to report.
Tax Collection – Nothing new to report.
Solicitor – Nothing new to report.
SEO & PUCC – Nothing new to report.
Zoning & Building Permits – One permit was issued; Daniel & Ramona Clinger.
EMC & Fire –Independent Hose provided a February Incident & Alarm Reports for the Supervisors.
UNFINISHED BUSINESS
Stormwater Management Ordinance – Nothing new to report, still working on it.
NEW BUSINESS
Correspondence File – The Lycoming County Assoc. of Township Official Annual Spring Meeting will be held Wednesday, April 27 at the Loyalsock Township Fire Hall.
Resolution #2016-02 “Lycoming County Multi-Jurisdictional Hazard Mitigation Plan” – The Supervisors accepted Resolution #2016-02 which is an update to the 2005, and the subsequent 2010 plan. This plan profiles a number of natural hazards such as wildfires, tornadoes several winter storms, droughts and flooding. It has ensured that all municipalities within Lycoming County are able to fulfill the requirements set forth in the Robert I. Stafford Act. This Act specifics that all municipalities must adopt a Federal Emergency Management Agency (FEMA) approved hazard mitigation plan in order to receive future mitigation funding and public assistance to repair publicly owned infrastructure in the vent that a presidential disaster is declared. Dean moved to approve Resolution #2016-02, Denny seconded, motion carried.
2016 Road Projects – The Supervisors reviewed a paving project estimate sheet, prepared by Don Free, for Martins Road and Devils Elbow Road (new and lower end). The Supervisors also reviewed a second project estimate sheet, prepared by Don Free, for paving on Martins Road, the Township Drive, seal coat on Martins Road, Shingle Hollow Road, Geiler Hollow Road and Devil’s Elbow Road as well as drainage options on Devil’s Elbow Road. and consideration of financial obligations, the Supervisors determined they would bid all the paving project estimate sheet but only the paving & seal coat for Martin’s Road on the second sheet; motion made by Dean, seconded by Scott, motion carried. Shelly will advertise the projects as required by the Second Class Township Code.
Zero-Turn Mower – The Supervisors discussed various zero-turn mower buying options and agree one is essential for road and building mowing.
Dean moved to approve the Treasurer’s Report, Scott seconded, motion carried.
Dean moved to approve payment of all bills, Dennis seconded, motion carried.
Denny moved to adjourn, Scott seconded, motion carried.
