GENERAL BUSINESS MEETING
March 1, 2016
Supervisor Dean Edwards called to order the General Business Meeting of the Piatt Township Board of Supervisors on Tuesday, March 1, 2016, in the township municipal building, 9687 North Rt. 220 Highway, Jersey Shore, PA. He led those in attendance in the pledge of allegiance to the flag and a moment of silence.

GENERAL BUSINESS MEETING
Citizens Comments – Denny Brewer, Walt Fisher and Mahlon Gibson expressed serious concern regarding the past and present road maintenance decisions made for Devils Elbow Road. A length conversation ensued.
Minutes – Dean moved to approve the February 2nd General Business Meeting minutes, Scott seconded, motion carried.
Tiadaghton Valley Regional Police Department – Chief DeRemer presented the February 2016 Piatt Township Police Activity Report. There were 97.40 patrol hours, 15 incidents and 62 traffic citations as well as other citations and charges.
Act 537 – Nothing new to report.
Planning Commission – Nothing new to report
Roadmaster –
- Continued to discuss the situation on Devils Elbow Road. We are meeting with Don Free on Thursday to determine ‘where we go from here.’
- Dean compiled a list of twelve 2016 road maintenance items for Don Free to measure and prepare a project estimate sheet. Once the project estimate sheet is completed, the Township can determine what is affordable to complete this year.
- Tax Collection – Nothing new to report.
Solicitor – Nothing new to report.
SEO & PUCC – Nothing new to report
Zoning & Building Permits – No permits were issued.
EMC & Fire – Both Citizens Hose & Independent Hose provided January Incident & Alarm Reports for the Supervisors.
UNFINISHED BUSINESS
Stormwater Management Ordinance – Nothing new to report, still working on it.
Sale of Equipment – Only one bid was received for the 1991 Chevy Kodiak Dump Truck; the bid was from Mike Veneziaro in the amount of $4,702.00. Mr. Veneziaro was also the only bidder for the 1978 Ford Tractor; his bid for the tractor was $3,003.00. Dean moved to accept both bids, Dennis second, motion carried.
2016/2017 Salt Contract – Our COSTARS Salt Contract Participation Agreement must be submitted each year for inclusion in the State’s sodium chloride contract. The contract runs from August 2016-July 2017. In order to be included we must commit our needs prior to the contract bid, the deadline is 3/15/16. Our requested tons are not an estimate. We must purchase at least 60% of our stated needs. Suppliers will provide up to 140% of the tonnage requirements.
2016/2017 Salt Contract cont’d
NEW for 2016/2017… we will have to specify our Initial Tons Required (defined as the estimated amount of salt required from August 1st to October 31st to replenish/fill stockpiles in advance of the winter season) and Winter Tons Required (defined as the amount of salt required after November 1, 2016 through July 31, 2017). The Initial Tons Required plus the Winter Tons Required will equal the Total Tons Required (defined as the total amount of salt required for the whole winter season). This change is to allow suppliers to better plan and anticipate member requirements and will help to ensure members are better prepared for the winter season to cut down on last minute or just-in-time orders. Dean moved to commit to the same quantity, 100 tons, Scott seconded, motion carried. Dean recommended that we request 0 (zero) for our Initial Tons Required and 100 tons for the Winter Tons Required.

After reviewing the bids, Dean made a motion to award the 2016 Stone Bid to Hanson Aggregates Pennsylvania LLC, Scott seconded, motion carried.
NEW BUSINESS
Correspondence File –
- Wienecke and Verrastro have begun the 2015 DCED audit.
- DEP has reviewed and approved the Final Land Development Sewage Plan for Dan Paulhamus.
- Shelly is in the process of updating the website.
- The 17th Annual WB COG Equipment Show & Training Day is Wednesday, May 18 at the Lycoming County Fairgrounds.
- Penn DOT informed the Township of a proposed detour route to rehab the deck on the existing structure over Pine Run in Woodward Township. The anticipated starts date is June 2016 and the project will take approximately 2 months to complete.
- Shelly presented an invitation from Mifflin Township to a Flagger Training at their facility on March 5th.
- The Clinton County Solid Waste Authority will be holding a Residential Tire Collection Event on May 20 & 21. Residents in Piatt Township are invited to participate.
- Shelly presented a letter from the Jersey Shore Summer Recreation Program which explained their services and requested a contribution.
Insurance – Shelly presented an Insurance Proposal from The Motter Agency and McMahon, Ferguson & Associates. The total estimated cost from The Motter Agency was $11,735, the total estimated cost from McMahon, Ferguson & Associates was $10,490. After reviewing both policies, Dean made a motion to award the Township Insurance to McMahon, Ferguson & Associates, Scott seconded, motion carried.
Dean moved to approve the Treasurer’s Report, Scott seconded, motion carried.
Dean moved to approve payment of all bills, Dennis seconded, motion carried.
Dean moved to adjourn, Scott seconded, motion carried.
