PIATT TOWNSHIP
GENERAL BUSINESS MEETING
November 10, 2015
Supervisor Dean Edwards called to order the General Business Meeting of the Piatt Township Board of Supervisors on Tuesday, November 10, 2015, in the township municipal building, 9687 North Rt. 220 Highway, Jersey Shore, PA. He led those in attendance in the pledge of allegiance to the flag and a moment of silence.

Visitors: Lisa Glunk, Terry Miller, Karen Yeagle, Dan Paulhamus, Brent Musser, Chief DeRemer, Officer Mahosky and Officer Crawford
Tiadaghton Valley Regional Police Department – Chief Nathan DeRemer as well as Officer Mahosky and Officer Crawford provided a PowerPoint presentation outlining the services and advantages of contracted police services. The cost to the Township per year can be either $41,000 and the Township receives 50% of the money generated by fines or $46,000 and the Township receives 100% of the money generated by fines. The contract is year to year. The Supervisors appreciated the information but would like to get the residents input and look at the budget before making a decision.

Minutes – Scott moved to approve the October 6 General Business Meeting minutes and October 27, Special Budget Business Meeting minutes, Denny seconded, motion carried.
Act 537 – Nothing new to report.
Planning Commission – Nothing new to report.
Roadmaster – Nothing new to report.
Solicitor – Nothing new to report.
SEO & PUCC – Nothing new to report.
Zoning & Building Permits – Three permits were issued; Daniel Paulhamus (garage), Daniel Paulhamus (multi-family) and Angela Richardson
EMC & Fire – Citizen Hose provided an August & September incident and alarm report in additional to their Independent Audit for year ended 12/31/14. Independent Hose provided an October incident & alarm report.
UNFINISHED BUSINESS
Stormwater Management Ordinance – The Supervisors reviewed a written follow-up, provided by the Township Solicitor Denise Dieter, in regards to the status of Piatt Township’s adoption of a Stormwater Ordinance. No formal action or decision was taken.
JSWA Water Through Route 220 Corridor – Nothing new to report.
2016 Budget – Scott moved to accept the 2016 Budget as presented, Denny seconded, motion carried. Shelly will advertise an open inspection to the public before final approval at the December meeting.
NEW BUSINESS
Correspondence File – Shelly presented pricing from Grenoble’s Disposal Service.
Paulhamus Land Development – The Paulhamus Land Development Sewage Facilities Planning Module & Resolution for Plan Revision for New Land Development was reviewed prior to the meeting by the Township Solicitor, Denise Deiter. The Supervisors approved the Sewage Facilities Planning Module and accepted Resolution #2015-14, which finds that the subdivision described in the Sewage Facilities Planning Module conforms to applicable sewage related zoning and other sewage related municipal ordinances and plans, with a motion by Scott and a second by Denny
Denny moved to transfer $3,500 from the General Account to the Building Fund, Scott seconded, motion carried.
Denny moved to donate $1,000 to the Jersey Shore Public Library, Scott seconded, motion carried.
Denny moved to donate $350 to the Lycoming County SPCA, Scott seconded, motion carried.
Scott moved to approve the Treasurer’s Report, Denny seconded, motion carried.
Scott moved to approve payment of all bills on the Bill List, Denny seconded, motion carried.
Scott moved to adjourn, Denny seconded, motion carried.
